Introduction
In the first article of this series, Beyond Factories: A New Framework for Measuring Africa’s Textile Competitiveness Under AfCFTA, we argued that Africa can no longer evaluate industrial competitiveness using fragmented indicators such as the number of textile factories, cotton production volumes, export earnings, or labour costs alone. While these measures remain important, they provide only a partial picture of what ultimately determines whether a region can build a globally competitive cotton, textile, and apparel (CTA) industry.
The central argument was straightforward: modern manufacturing competes through ecosystems rather than isolated enterprises. The productivity of a garment factory depends not only on its machinery or workforce but also on the availability of quality raw materials, efficient logistics, reliable infrastructure, skilled technicians, supportive institutions, access to finance, digital capabilities, and policy stability. These interconnected elements collectively determine whether manufacturers can compete consistently on cost, quality, speed, innovation, sustainability, and resilience.
This implies that competitiveness has become systemic, and it begs a logical question: how should governments, investors, development finance institutions, and industry leaders evaluate the readiness of a regional textile ecosystem?
Traditional industrial assessments, which focus on isolated indicators, are unable to comprehensively answer this question, creating a significant gap as Africa seeks to accelerate industrialization under the African Continental Free Trade Area (AfCFTA). This calls for a different assessment model, one that evaluates not only production capacity but also the institutional, infrastructural, commercial, technological, and governance capabilities that enable competitive manufacturing to flourish.
One way of approaching this challenge is through the concept of Regional Cluster Readiness, which assesses whether an entire regional ecosystem possesses the foundational capabilities required to sustain globally competitive cotton-to-clothing value chains. 1. Raw Material Security: Building Manufacturing on a Reliable Supply Base
Every globally competitive textile industry begins with one fundamental advantage; a reliable access to quality raw materials. For Africa, this starts with cotton, of which the continent produces approximately 7–8 percent of global supply. However, despite this considerable resource base, much of Africa’s cotton continues to leave the continent in raw form before returning as higher-value yarn, fabric, garments, and finished textile products.
This paradox highlights an important distinction. Producing cotton is not the same as securing raw material competitiveness. Competitive manufacturing requires a supply base that is consistent, predictable, traceable, and closely connected to downstream processing industries. 6. Human Capital and Skills: The Competitive Advantage That Cannot Be Imported

7. Innovation and Technology Adoption: Competing Beyond Low Labour Costs
For many years, discussions about Africa’s manufacturing competitiveness have centred on labour costs. While competitive wages remain an important consideration, they are no longer sufficient to sustain long-term industrial advantage in an increasingly technology-driven global economy.
Across the world’s leading textile manufacturing regions, competitiveness is increasingly determined by productivity rather than labour cost alone. Automation, digital manufacturing, artificial intelligence, advanced quality control systems, predictive maintenance, data analytics, and integrated supply chain management are transforming how textile industries operate. For Africa, this technological transformation presents both a challenge and a strategic opportunity. Innovation, however, extends beyond machinery. Competitive textile ecosystems continuously develop new products, improve manufacturing processes, adopt digital business models, strengthen design capabilities, and collaborate with research institutions to solve emerging industrial challenges.

8. Sustainability and Compliance: From Market Requirement to Competitive Advantage
