Why Africa must move beyond factory-level assessments to evaluate the readiness of regional cotton, textile, and apparel ecosystems
Introduction

Consequently, assessing textile competitiveness through isolated indicators can produce misleading conclusions. A region may appear highly competitive based on cotton production or labour costs while lacking the ecosystem capabilities required to support large-scale industrial expansion. Conversely, a region with moderate production capacity may possess stronger institutional foundations that position it for more sustainable long-term growth.

AfCFTA presents an alternative model which encourages specialized production. Cotton production, spinning, textile manufacturing, garment assembly, logistics, technology development, and supporting services can develop where comparative advantages are strongest while remaining connected through integrated regional value chains. In this model, competitiveness is achieved through the collective strength of regional manufacturing ecosystems capable of operating as coordinated production networks across Africa.
The Hidden Drivers of Textile Competitiveness
Perhaps the greatest limitation of traditional industrial assessments is that they often overlook the capabilities that quietly determine whether manufacturing succeeds. When investors evaluate textile opportunities, attention frequently centres on visible industrial assets such as factories, production capacity, export performance, or labour availability. Taken individually, none of these capabilities guarantees industrial success. Together, however, they create the enabling environment within which manufacturers can compete effectively. This is perhaps the most important lesson for Africa’s textile industrialization. Competitive manufacturing does not begin at the factory gate, it begins with the strength of the ecosystem that surrounds the factory.
Why Ecosystem Readiness Matters to Investors

It recognizes that industrial competitiveness emerges from the interaction of complementary capabilities. Strong infrastructure cannot compensate indefinitely for weak governance. Modern machinery cannot overcome persistent logistics failures. Skilled workers alone cannot create globally competitive manufacturing without reliable suppliers, investment, technology, and institutional coordination.
Equally important, cluster readiness shifts industrial planning from reactive intervention to strategic preparedness in which governments and regional institutions can proactively identify structural strengths, diagnose ecosystem gaps, prioritize reforms, and coordinate investments that strengthen long-term manufacturing competitiveness.
This broader perspective aligns closely with the realities of contemporary industrial development. The world’s leading manufacturing regions are rarely defined by a single successful enterprise, they are distinguished by ecosystems capable of continuously attracting new investment, supporting innovation, strengthening supplier networks, and adapting to changing global markets. Africa’s textile sector increasingly requires the same perspective.
Why AfCFTA Requires a New Industrial Assessment Model
The establishment of the African Continental Free Trade Area represents one of the most significant structural changes in Africa’s economic landscape. Much of the discussion surrounding AfCFTA has understandably focused on reducing tariffs, expanding market access, and increasing intra-African trade. These are important objectives, however, the agreement’s long-term significance extends well beyond trade liberalization.
AfCFTA creates the conditions for a new model of industrial organization. Under AfCFTA, manufacturing becomes a continental endeavour rather than a purely national one;

By encouraging regional specialization, cross-border value chains, integrated logistics, and larger manufacturing ecosystems, the agreement moves Africa beyond the limitations of isolated national industries. Success will depend upon how effectively regions coordinate infrastructure, investment, skills, governance, sustainability, innovation, and industrial policy around shared manufacturing objectives.
This is why the conversation about textile competitiveness must evolve. The defining question for policymakers, investors, and development institutions must be whether entire regional ecosystems possess the capabilities required to support globally competitive cotton-to-clothing manufacturing over the long term.
