Around the world, the most successful textile manufacturing regions have demonstrated that sustained competitiveness depends not only on what firms produce today, but also on their ability to continuously improve products, adopt new technologies, upgrade workforce capabilities, and respond to changing market demands.
The International Labour Organization (ILO), in its work on the future of work and skills in the textiles and clothing sector, emphasizes that industrial upgrading is fundamentally a capability-building process. Competitive manufacturing ecosystems develop because firms have access to skilled workers, technical institutions, research centres, innovation networks, and continuous learning opportunities that enable them to move into higher-value products and more sophisticated production processes.
This lesson is particularly relevant for the global cotton, textile, and apparel (CTA) industry, where production technologies continue to evolve rapidly. Industry associations coordinate knowledge sharing. Governments support research, innovation grants, and technology adoption. Examples from Italy’s textile districts, Germany’s technical textile sector, and South Korea’s advanced manufacturing clusters demonstrate that innovation ecosystems allow firms to remain competitive even as wages increase. Their comparative advantage shifts from low-cost production towards quality, design, specialized products, technological sophistication, and advanced manufacturing capabilities.
Africa possesses a young and rapidly expanding workforce that represents one of the continent’s greatest long-term competitive advantages. However, realizing this demographic opportunity requires sustained investment in technical education, vocational training, industrial engineering, textile science, design capabilities, digital manufacturing skills, and management development. Skills development should therefore be viewed as an industrial competitiveness strategy.
The emergence of AfCFTA further strengthens the case for coordinated investments in industrial capabilities. Regional centres of excellence, specialized textile research institutes, cross-border skills programmes, and collaborative innovation platforms could enable African countries to share expertise while accelerating technology adoption across regional value chains.
Ultimately, globally competitive textile clusters succeed because they learn faster than their competitors. Buildings and machinery may establish manufacturing capacity, but skilled people and innovative institutions determine how far that capacity can evolve.
